Confusing Emails

When a booking is modified and the modification involves reducing bed numbers, the customer is currently receiving both a mod and a cancellation email which is v confusing, particularly because the email doesn't specify what is cancelled - so it looks like the whole thing could be cancelled. Can we not send the cancellation email, please?

For example, in this bug report submitted by Nikki she is staying that when a reservation is modified with a reduction in the number of guests the guest is receiving the reservation_changed AND the reservation_cancelled email.  It seems to me, the only way to test this is to create our own XML callback simulation.   What do you think?

In case it helps, we've just had another case of this: Marianna Antonelli (B.com, arriving 21st Aug) changed her booking but received a cancellation AND a modification email from HS.
